As uncomfortable as it is to say, Texas has a much higher minority population as a percentage of overall population: 42% of Texans are Hispanic and African American, as opposed to 8% of Wisconsin s. This is not a racial argument, just a fact because minority students score worse on these exams than white students, no matter what reason it is.
